Position Summary
Reporting to the Program Manager, Traffic Safety and Operations, the Transportation Engineer coordinates any traffic and transportation operational studies undertaken by the City including the Traffic Safety and Operations Strategy (TSOS) and reviews, and studies the City's traffic signal control system.
Key Duties and Responsibilities
- Coordinates the parking, transportation, and traffic operational and safety studies and delivery of related programs undertaken by the City including programs relating to the TSOS. These programs include but are not limited to: Automated Speed Enforcement (ASE), traffic calming, pole-mounted radar message board, pedestrian crossovers and traffic safety network screening.
- Conduct assessments for complex parking, traffic operations, and safety issues, applying traffic safety and operations policies/procedures and engineering judgment, and developing recommendations for changes and/or improvements based on industry best practices, guidelines and standards
- Conduct, review and comment on traffic signal, all-way stop, and pedestrian crossing warrants and traffic signal timings
- Manage traffic consultants undertaking road safety and traffic operational studies
- Develop work orders and conduct site visits with Public Works Operations staff and external contractors to facilitate implementation
- Conduct site visits for traffic safety and operational issues
- Manage the operation of the traffic signal control system to optimize and maximize capacity at intersections and accesses
- Review of traffic signal control plans submitted by public road authorities, developers and stakeholders.
- Review and comment on road configuration, functional design and alignment plans as part of capital projects and determine adherence to standards and guidelines
- Undertake functional design studies related to traffic safety and operational improvements which assess the road improvement requirements, costs and feasibility
- Conduct analyses of traffic operations and collisions of intersections/corridors and recommend necessary improvements
- Liaise with external operative safety committees, the Road Watch Committee or external public agencies
- Respond to inquiries from residents and stakeholders regarding neighbourhood traffic issues including traffic calming, infiltration and speeding
- Work with York Regional Police and parking enforcement staff to monitor and address traffic issues at specific locations, and develop mitigation measures
- Provide input to develop transportation policies, by-laws, and standards
- Liaise with the public, consultants, members of Council, other departments, and external public agencies in the investigation of transportation issues
- Make presentations at public meetings and write staff reports
Education and Experience
- Degree in Civil Engineering, Transportation Planning/Design, or related discipline
- P. Eng is required
- Membership in a recognized association (i.e. Institute of Transportation Engineers) is required
- 5 years of professional experience in the field of transportation/traffic planning operations and design
Required Skills/Knowledge
- Proficient in Microsoft Office Suite, Synchro, GIS and Traffic Engineering Software (TES)
- Possess strong knowledge of TAC, OTM, OPSD, Municipal Act, Highway Traffic Act, geometric design guidelines, PHM-125, and Municipal and Provincial Standards
- Experience in procurement process such as preparation of RFP is an asset
- Negotiation skills
- Formal report writing skills
- Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire.
