Position Summary

The Supervisor, Application Services will lead software implementation and development through the complete solution lifecycle. The Supervisor, Application Services will demonstrate strong leadership skills and is capable of providing direction, feedback, and guidance to a team responsible for the development, implementation and maintenance of custom and commercial software applications.  You will work closely with client departments to oversee the design, development and implementation of multiple concurrent, corporate-wide systems; manage multiple development projects and application support functions for a variety of City applications.

Key Duties and Responsibilities

  • Supervise a team of internal and external technical and business specialists in the acquisition, development, implementation and support of business applications
  • Manage projects and work with project managers, sponsors and other stakeholders to ensure definition of clear requirements and develop and plan strategies that support achievement of business objectives and priorities
  • Support the development of skills and performance standards across the section by working with staff to ensure consistency with performance reviews and performance management standards.
  • Ensure personal and professional development of staff and encourage a culture that supports the development of innovative and effective business solutions.
  • Prepare RFPs (including detailed functional, technical and business requirements) and RFQs on the acquisitions of hardware, software, application and professional services as required.
  • Works closely with and manage performance of third-party technology vendors to supplement delivery teams and trouble shoot complex technical issues.

  • Lead the design of detailed application solution plans and test strategies, oversee business testing of application solutions and manage activities to gain client acceptance.
  • Manage operating budgets, prepare business cases for capital planning
  • Generate and track resource plan and effort estimates for ongoing operational support
  • Establish effective support model and agreed service levels to manage client priorities
  • Provide Tier 2 application support, identify remediation actions and manage the implementation of improvements
  • Ensure alignment of  business solutions with enterprise architecture principles and IT strategy
  • On-call/standby evenings and weekends are required – must be available to work evenings, flex shifts, extended hours and statutory holidays when required
  • Must be willing and able to transport yourself to City work sites as required (mileage compensated).

Education and Experience

  • University Degree in Computer Sciences, Informatics, Business Administration or related discipline
  •  ITIL and PMP designation would be considered an asset
  • At least one reputable industry technology certification would be considered an asset (Microsoft, Cisco, Amazon Web Services, Cloudera/Hadoop, Oracle, etc.)
  • TOGAF Certification would be an asset.
  • Demonstrated experience in successfully establishing and directing an application development and sustainment team that analyzes requirements, develops and implements solutions and sustains a wide variety of business applications using various technologies.

Required Skills/Knowledge

  • 5 to 7 years of progressive experience in systems analysis, design, development, unit testing, system integration testing, implementation and support of software applications, using existing and emerging technology platforms, business requirements, RFP and contract development as well as vendor negotiations.
  • In-depth knowledge of and experience with project management tools and applications implementation methodologies.
  • Highly developed leadership, interpersonal, conflict resolution, negotiation, facilitation, problem solving, and communication skills.
  • Ability to work effectively and collaboratively in cross-functional teams with experience leading, coaching, developing, and motivating staff.
  • Knowledge and experience with a variety of programming languages, development platforms and databases including Angular, Python, Microsoft .NET Framework, C#, ASP.NET, Visual Basic, PHP, Java, JavaScript, Oracle PL/SQL, and Microsoft T-SQL
  • Excellent time management and organizational skills adept at effectively dealing with multiple competing priorities while consistently meeting deadlines
  • Knowledge of current and emerging technologies with ability to evaluate and recommend new technologies for introduction into a complex IT environment
