Position Summary
Reporting to the Manager of By-law Policy & Adjudication, the By-Law Policy Officer is responsible for leading the research, public consultation and project coordination involved in the review, development, amendment and drafting of municipal by-Laws and related licensing and regulatory policies.
Candidates selected for an interview will be required to complete a writing sample to assess legislative and policy writing skills.
Key Duties and Responsibilities
- Coordinates all research required for the creation of new by-laws or the amendment of existing by-laws including collection and analysis of statistic and data, public consultation, municipal bench-marking and best practices investigations
- Project management associated with development and amendment of new by-laws including liaising with staff of other divisions and ensuring that projects are completed according to schedule
- Development of by-law and licensing-related policies
- Drafting of reports to Council regarding by-law amendments or revisions
- Provide technical support to the Director conducting research on specific issues and keeping apprised of new and emerging trends
- Represent the Division on work groups coordinated by other divisions for the development of policies and by-laws (e.g., Comprehensive Zoning By-law)
- Act as a back-up to the Administrative Monetary Penalty Systems Screening Officer to perform Screening Reviews
- Work with the Communications Division to update public communications materials and promote awareness around new and revised by-laws and policies

Education and Experience
- Diploma in a relevant discipline related to Public Policy, Planning or Municipal enforcement
- 3 years of municipal experience enforcing codes and/or municipal by-laws
- A minimum of one year of experience in policy development, by-law research, and drafting
Required Skills/Knowledge
- Broad general understanding of all areas of the Municipal enforcement
- Understanding of municipal government operation and organization
- Experience in writing reports to Council regarding policy issues
- Demonstrated experience in the development and writing of municipal by-laws, including the ability to interpret legislation and translate policy objectives into regulatory language
- Good understanding of broader legislative requirements affecting Municipal enforcement
- Good understanding of the City of Richmond Hill By-laws
- Knowledge of and demonstrated ability in customer service, team work, initiative, accountability and adaptability
- Ability to collect, summarize and analyze data
- Project management training or experience
- Demonstrates good judgment and makes sound decisions
