Position Summary

Reporting to the Supervisor, By-Law and Licensing Enforcement, the  By-Law and Licensing Enforcement Officer, will be responsible for investigating and resolving all complaints registered with respect to by-laws and other legislation enforced by the division (Zoning By-laws, Property Standards By-law, Licensing By-laws, Noise By-law, Sign By-law, etc.).  

Key Duties and Responsibilities

  • Carry out thorough investigations related to by-law and licensing complaints and contraventions  including site inspections, documentation, and issuing of notices, orders and other correspondence in order to gain compliance with by-laws
  • Attend provincial offences court and hearings to present evidence for files that proceed to prosecution/hearing adjudication
  • Educate and provide advice to the public about by-laws to increase public awareness and achieve voluntary compliance
  • Carry out patrols related to specific by-law issues such as graffiti, park use and signage
  • Make recommendations regarding the need for updates or changes to existing by-laws or the need for new by-laws
  • Conduct license application reviews and inspections related to business licensing (e.g. second hand stores, taxis, refreshment vehicles and tow truck inspections)
  • Work with staff of other Divisions and outside agencies regarding specific by-law, licensing and animal service issues

Education and Experience

  • Diploma in Law Enforcement or related discipline
  • Certified Property Standards Officer
  • 3 years experience in a similar role

Required Skills/Knowledge

  • Experience giving evidence in court, together with a thorough knowledge of the systems and procedures of By-law Enforcement
  • Knowledge of the Provincial Offences Act, Municipal Act and other relevant by-laws and legislation
  • Proficiency in Microsoft Office Suite applications
  • Ability to work independently with demonstrated organization and time management skills
  • Ability to use tact, courtesy and diplomacy in interactions with all levels of staff and the public
  • Ability to independently resolve problems and issues under minimal supervision
  • Demonstrated ability to build credibility within diverse work groups and develop productive partnerships with a range of stakeholders
  • Ontario Class "G" Driver’s License in good standing and must provide a satisfactory current Drivers Abstract from the Ministry of Transportation Ontario (MTO)
