Position Summary

Reporting directly to the Manager Site Plans, Infill and High Rise Construction, the Development Construction Coordinator is responsible for providing essential administrative, inspection and construction management support for new development. The Development Construction Coordinator will serve as the liaison between the developer, community and external agencies investigating and resolving development related construction issues and complaints, monitoring progress, and ensuring compliance in accordance with development agreements and city by-laws. Stakeholder relationship building, engagement & collaboration, and establishing effective communication is a key role to help foster understanding, build trust, and mitigate potential conflicts. 

Key Duties and Responsibilities

  • Oversee the implementation of Construction & Traffic Management Plans associated with infill and intensification development applications 
  • Support a team of Project Coordinators during the development approval stage with the assessment of construction impacts to the surrounding neighbourhood
  • Identify mitigation measures to minimize negative impacts within the public right-of-way to reduce disruptions and safeguard the public
  • Work closely with developers, consultants and contractors to develop practical and functional Construction & Traffic Management Plan's and adopt sound construction practices during all phases of construction to minimize adverse impacts to the community 
  • Review engineering and construction drawings such as: Construction & Traffic Management Plans, site servicing & grading plans, erosion sediment control plans, traffic control plans, shoring tieback encroachments, etc 
  • Monitor construction activities being performed within the road allowance related to mud tracking, site ingress/egress, dust, vibration, noise, sidewalk obstructions & overhead protection, hoarding, construction traffic infiltration & haul routes, truck idling, traffic control, off-site parking of construction vehicles/trades, staging areas for lifting & hoisting operations, crane swings, shoring & piling installation, etc
  • Provide technical expertise and field support during construction as required
  • Chair preconstruction meetings and engage all internal and external stakeholders to align all parties with project goals and expectations

  • Support all stakeholders in resolving complex and challenging technical issues encountered during active construction 
  • Collaborate with members of council, the public, and external agencies and establish a communication plan & protocol and stakeholder relationship  
  • Respond to construction complaints, claims and public inquiries
  • Administer construction dispute resolution and conduct site investigations and site meetings with residents/developer to review options  
  • Mediate disputes between developers and the local residents / business owners and offer unbiased recommendations and solutions
  • Consult with internal stake holders such as Risk Management, Operations Centre, By-Laws enforcement on claims and disputes 
  • Perform random field audits to ensure developers and contractors adhere to the approved Construction Traffic Management Plan, Municipal By-Laws and Regulations 
  • Prepare Servicing Agreements to establish conditions and to ensure all legal and financial obligations by the developer are met
  • Administer Site Alteration Permits on development projects to advance construction prior to an executed development agreement 
  • Collaborate and support the Building Division on conditional building permit requests associated with shoring and excavation of underground parking structures
  • Facilitate tie-back / crane swing agreements associated with highrise developments with underground parking structures to set out specific terms for temporary and permanent encroachments within public lands
  • Administer security release requests related to Site Plans and initiate the field inspection process with internal stakeholders prior to recommending any reduction or release of deposits 
  • Facilitate meetings with the Owner, contractor, consulting engineer and associated stakeholders to provide clarification and resolve disputes related to incomplete or unsatisfactory works 
  • Conduct post-construction site inspections to ensure as-built compliance with approved plans, and report any discrepancies to the developer's engineer for correction 
  • Ensure the developer has met all requirements for final acceptance including all necessary documentation, engineer's certification, statutory declaration, completed deficiency report, OLS certificate, etc
  • Oversee municipal warranty and assumption process and administer the release of securities on municipal related infrastructure
  • Prepare reports to Council regarding the assumption of municipal services to transfer the responsibility for the perpetual maintenance of infrastructure such as sewers, roads, sidewalks, curbs, etc. from the developer to the City
  • Provide technical expertise and field support during construction as required

  • Recommend options, consider new construction technologies and methodologies to reach a solution

Education and Experience

  • Diploma in Civil Engineering Technology or related discipline
  • OACETT Certified Engineering Technologist (CET) or higher
  • 5 years engineering experience or equivalent with a focus on municipal design and construction

Required Skills/Knowledge

  • comprehensive understanding of construction principles, project management, and relevant industry practices is required including familiarity with construction methods, terminology, and industry regulations
  • Familiar with City Standards and Specifications Manual, Ontario Provincial Standards & Specifications, Municipal Bylaws & Regulations, MOE Guidelines, Occupational Health & Safety Act, Ministry of Labour process, MTO / OTM Book 7, Site Alteration Bylaw, Erosion Sediment Control Guidelines, Environmental Protection Act  
  • understanding of the Site Plan application approval process from the planning approval stage to building permit issuance to support infill development
  • Ability to prioritize multiple projects at any given time
  • ability to recognize potential hazards to the public associated with development related construction activities within the city’s road allowance
  • Technical knowledge in the review of supporting technical documents such as Construction Traffic Management Plans, Traffic Control Plans, Construction Management Reports, Servicing & Grading Plans, Erosion Sediment Control, etc
  • a strong technical aptitude to assist with problem-solving of complex and challenging situations and complaints
  • skilled problem solver, capable of analyzing complex situations and finding practical solutions including proven written and verbal communication skills with good mediation and negotiating skills
  • excellent presentation and facilitation skills and can bring proficiency in public relations strategies

  • Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire
