Position Summary
The Development Finance Specialist will assist with the coordination of financial requirements related to development charges, securities, and various fees with respect to the development applications submitted to the City.
Key Duties and Responsibilities
- Review development applications to determine development charges that are applicable, exemptions, payment history, and if any credit transfer agreements are required.
- Interpret Development Charge By-laws for the City, Region and Education, Parkland Dedication By-law and Tariff of Fees and document applicability of developments fees and charges
- Provide direction to Assessment and Property Accounts staff with regards to security deposit administration.
- Responsible for annual security deposit reconciliation
- Prepare and calculate fees and securities payable
- Coordinate with various departments to ensure their fees and security requirements are captured in agreements
- Assist with document payments collected for both Region and School Boards, and issue payments to the Region and School Board monthly
- Prepare journal vouchers and track development activities and the breakdown of City-wide services
- Assist with update index rate and apply it to all Development Charges
- Respond to inquiries regarding calculations of development charges, cash-in-lieu of Parkland, Area Specific and security requirements for all agreements or infill lots
- Assist with researching applications and provide comments on from a Development Finance perspective.
- Conduct testing on improvements and updates to PRM/Energov

Education and Experience
- Diploma in Business Administration or related discipline
- Municipal Accounting and Finance Program (AMCTO) an asset
- 2 years progressive experience in a similar role
Required Skills/Knowledge
- Computer literacy utilizing MS Office software applications with proficiency
- Experience working with PALIS, FIMS, Energov, SAP, OCE WEB
- Knowledge of Development Charges Act
- Familiar with the City’s By-laws, policies and procedures
- Ability to use tact and diplomacy in dealing with sensitive and confidential topics in a political environment
- Demonstrated experience in the analysis, design and creation of financial spreadsheets, defining relevant information, interpreting data, developing reports and graphs, making recommendations from the result of the studies
- Demonstrates good judgement and makes sound decisions
