Position Summary

The GIS Data and Analytics Technologist for Planning, will examine data sets from Planning Department sources and systems and creates business specific Spatial Information with a goal to help planning divisions make strategic and informed business decisions. In addition to creating and maintaining data (spatial and non-spatial) this role will deliver reports, dashboards, mapping and visualizations to summarize insights from data mining, processing, and analysis. This role will operate under and promote IT's Data Governance framework, including data/database architecture, data management best practice, tools and software platforms, and reporting templates. 

 

We’re looking for a passionate individual to join our dynamic GIS & Data Team within the City of Richmond Hill’s IT Division. You’ll play a key role in implementing the City’s GIS Strategy elements, Support and Collaborate closely with our business partners in the Planning Department and develop exciting spatially enabled solutions for staff and the public.

Highlights of What You’ll Do:

  • Work closely with business partners in the Planning Department to create & maintain GIS Data – specifically the City’s Official Plan and Zoning information in corporate GIS Database
  • Showcase GIS Data in mapping – static and interactive
  • Schedule Preparation and maintenance for Council & Public communication
  • Maintain documentation and adhere to standards

What We’re Looking For:

  • Demonstrated knowledge and understanding of the Planning Act, Official Plan Policies, and Zoning By-Laws.
  • Working knowledge of zoning update, amendment, and appeal processes
  • Experience with Spatial Databases and Data Management
  • Experience with Esri Data Management Tools, including ArcGIS Suite, Field Maps, Survey123, Web Map Development
  • Experience with automation workflows including with Feature Manipulation Engine, FME Form & Flow
  • Experience rationalizing customer needs and solutions development in an IT environment

Key Duties and Responsibilities

  • Advance and enhance data governance as part of IT's Data Framework. The Data and Analytics Technologist advises, implements and supports corporate data quality assessment, data modeling methodologies, data integration best practices, and reporting initiatives such as visualizations through reports, mapping, and dashboards.
  • Identify, analyze, and interpret trends or patterns in data sets against key performance indicators and industry benchmarks.
  • Interpret data using statistical modelling to provide ongoing reports and data visualization dashboards that expands an understanding of performance.
  • Become knowledgeable in the business workflow and process of business systems use, including data acquisition, data creation, data management practice, data flow, data source, and products.
  • Work with IT to develop queries for and automation of cyclical reporting and perform ad hoc queries, data extracts, and data analysis to produce actionable information around key decision making.
  • Develop and implement databases, data collection systems, surveys, data analytics and other strategies that optimize efficiency and quality standards & tools as described by the Information Technology division.

Education and Experience

  • Diploma in Data Science, Statistics or Mathematics, Engineering, Computer Science, or a combination of education and experience in a related field 
  • A minimum of 2 years of experience in data management, analytics, GIS, data visualization and application of visualization tools with spatial and non-spatial data 
  • Municipal experience is considered an asset 
  • Degree or Diploma in, Geomatics, Data Science, Statistics or Mathematics, Engineering, Computer Science is considered an asset 
  • A Degree or Diploma in Planning or a Planning related discipline with 2 years of demonstrated experience is considered an asset
  • Courses in any of the following preferred:  data analysis and design, business intelligence analytics, data management, data modelling, statistics and statistical analysis is considered an asset

Required Skills/Knowledge

  • Demonstrated data reporting, analytical, visualization and presentation skills using platforms such as PowerBI or Tableau 
  • Experience improving existing data recording and reporting systems including experience working with relational database systems, spatial and non-spatial databases, including standards, design and modeling 
  • Good Analytical and Problem Solving skills, and experience of QA/QC principles and data integrity issues 
  • Working knowledge of scripting, ETL (Extract Transform Load), and programming (Python, XML, JSON, FME) 
  • Knowledge of database systems, data creation methods and techniques (spatial and non-spatial), querying SQL/NoSQL databases and RESTful API's 
  • Experience with GIS Technologies and GIS data/databases; working with ESRI’s GIS Suite and daa management tools
  • Demonstrated organizational skills and ability to prioritize workload 
  • Demonstrated ability to establish and build effective working relationships 
  • Demonstrated ability to work independently, in small groups, and in team environments
