Position Summary


Reporting to the Director, Infrastructure Delivery Services, the Manager, Design & Construction will provide sectional leadership and guidance in the coordination and management of specialized municipal infrastructure and capital works projects. You will implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration and respect, and work in partnership with other division Managers to support the delivery of Capital projects.


Key Duties and Responsibilities


  • Lead the sectional priorities, development and management of staff to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions 
  • Develop, recommend and administer the annual operating budget for the Section, and ensure that the expenditures are controlled and maintained within approved budget limitations
  • Monitor and report on assigned key performance indicators for the Section, the assigned capital program and other projects
  • Promote standardization of processes in areas relating to project management, contract administration, documentation, progress tracking and engineering designs
  • Drive citizen focus and business effectiveness in the delivery of the assigned capital program in collaboration with stakeholder Divisions and Departments across the City
  • Undertake design studies and/or coordinates and oversee consultants’ assignments in formulating implementation plans to satisfy Corporate strategies
  • Initiate and undertake investigation and analysis in accordance with the Environmental Assessment Act as required during project delivery, including arranging, attending and conducting public meetings
  • Participate in development of engineering design, construction standards and specifications for various municipal infrastructure
  • Conduct independent research to problem-solve and implement innovative technologies in performing assigned activities
  • Analyze multi-year capital budgets, ensure confirmation of project scope, cost estimates and determines project schedule
  • Monitor project scope control, capital cost control, quality of design and construction deliverables, and timelines for all assigned projects including phases and milestones and reporting on all project financials and status
  • Ensure that all necessary funding, approvals and/or permits are obtained from regulatory authorities and agencies prior to tendering of contracts
  • Oversee the development of terms of reference and preparation of Requests for Proposal and/or Requests for Expression of Interest for engagement of consulting engineers and/or contracted professional services assignments, including undertaking evaluations of proposals
  • Negotiate contractual terms with consultants, authorize extra payments and extra work orders in compliance with financial authorities and by-law
  • Ensure tenders are issued for construction work on assigned infrastructure projects, and oversee the review and evaluation of tender bids and consultant assignments, and the recommendation to award contracts 
  • Conducts contractor/consultant appraisals/evaluations for roster assignments
  • Manage contract administration and payments, ensuring accuracy, proper documentation and justification for all change orders, the issuance of substantial performance and completion certificates, and contract close out activities in compliance with all relevant policies and project management principles
  • Oversee and lead negotiations regarding claims and litigation arising from construction or professional services contracts, to ensure a fair and equitable resolution
  • Represent the City, as assigned, at intergovernmental agency committees including liaison with the public, other departments, utilities, consultants, developers, other government agencies on matters relating to engineering and linear infrastructure
  • Maintain and encourage good working relationships to manage political sensitivity and diplomacy with colleagues, business associates and other stakeholders with the objective of meeting the Department and City goals and standards.  
  • Prepare reports for Council relating to capital projects and engineering issues
  • Participate in, as well as provides presentations in lending expertise and guidance on Capital Projects at various meetings as required (i.e. Council, Committees, etc.)
  • Respond to and resolves inquiries from staff, management, councillors, customer service requests, external agencies and the general public as required
  • Develop and enhance division and section programs and service levels
  • Maintain current working knowledge of trends, best practices, legislation, and industry standards related to capital planning, project management, and infrastructure management budget limits
  • Provide leadership in the fields of project delivery 
  • Promote the use of information technology within the Corporation, in support of corporate initiatives and objectives
  • Manage all human resources aspects of the section, including assessing staffing and divisional service delivery requirements, training,  performance management, provide recommendations regarding promotions, demotions and terminations and participates in the recruitment process making recommendations for the selection of staff
  • Maintain comprehensive knowledge of the Construction Act, the Occupational Health and Safety Act (OHSA), Environmental Assessment Act, Employment Standards Act, and other relevant legislation
  • Maintain knowledge of collective agreement administration and labour relations principles and practices 
  • Ensure staff training is maintained with regards to applicable regulations and acts, and in accordance with City and Corporate Policy


Education and Experience


  • Degree in Civil Engineering or related discipline
  • P. Eng
  • Project Management Professional (PMP) or Program Management Professional (PgMP)
  • 7 years related experience in municipal infrastructure projects (preferably in the areas of capital planning, project management, and infrastructure management).
  • Minimum of 5 years progressive management experience, preferably in a municipal environment


Required Skills/Knowledge


  • Extensive knowledge of the principles of civil engineering, materials and methods of construction, and knowledge of the other applicable branches of engineering
  • Experience with financial reporting processes, including budget preparation, budget controls, and expenditure forecasting, as well as preparation and interpretation of financial and KPI reports
  • Experience in engineering consulting within the public civil engineering space as it relates to resource management, capital planning, detailed design and design development, and construction, contract and construction management
  • Strong negotiation and conflict resolution skills
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Project, Visio)
  • Manages organizational change through strong leadership and communication skills
  • Ability to work independently, combined with well-developed organization and time management skills and the ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public
  • Demonstrates and encourages perseverance and resilience in difficult times
  • Demonstrates strong written and verbal communication skills

  • Proven ability to oversee and manage budgets

  • Must be willing and able to transport yourself to City work sites as required (mileage compensated)
