Position Summary

Reporting to the Director, Development Planning, the Manager, Development - Zoning will provide sectional leadership and guidance. You will implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration and respect. You will supervise the project team involved in the harmonization of the existing zoning by-laws and preparation of the new Comprehensive Zoning By-Law.

Key Duties and Responsibilities:
  • Prepare project terms of reference
  • Oversee the preparation of all documents and reports to Council and various teams engaged in the project, i.e. technical working groups, steering committee, department heads and Council.
  • Manage the activities of Project Steering Committee
  • Manage the project budget and oversee all research
  • Educate and engage all stakeholders, i.e. the public, special interest groups, external public agencies, City departments, and the building and development industry
  • Represent the City at Local Planning Appeals Tribunal and other administrative tribunals
  • Act as the front face of the Corporation on the zoning by-law project
  • Lead City-initiated policy matters
  • Develop and implement zoning by-laws to address development issues that have City-wide implications
  • Leads the sectional priorities, development and management of staff to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions
  • Responsible for sectional budget preparation and monitoring
Education and Experience
  • Degree in Urban and Regional Planning or related discipline
  • Membership in Canadian Institute of Planning (MCIP) is required
  • 7 years prior experience working within a municipal environment
Required Skills/Knowledge
  • Proficient in Microsoft Office Suite
  • Proficient analytical and strategic thinking skills
  • Strong organizational and project management skills and experience
  • Working knowledge of the legislation and regulations relevant to planning and development including Ontario Planning Act, Municipal Act, Official Plan, Zoning By-Law, and other plans and studies applicable to the municipality
  • Experience in planning and related studies, and research supervision
  • Experience evaluating staff for the project team
  • Extensive experience in development planning
  • Political acumen
  • Manages organizational change through strong leadership and communication skills
  • Ability to work independently, combined with well-developed organization and time management skills and the ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public
