Position Summary

Reporting to the Director, Public Works Operations, the Manager, Roads Operations will provide sectional leadership and guidance. You will implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration and respect. You will be responsible to coordinate staff, equipment, materials, and work activities to accomplish day-to-day maintenance and repair operations to achieve approved service levels.

Key Duties and Responsibilities:
  • Ensuring staff adhere to legislative compliance, policy, standards, and procedures, and approved service levels including the City's Procurement and Financial By-Laws
  • Monitor contractors to ensure contract compliance in the goods and services being delivered
  • Responsible for the provision of approved service levels and standards ensuring a high level of customer service
  • Ensure service levels are being met as per the Access Richmond Hill agreement
  • Liaising with residents, City staff, Region, consultants, contractors, regulatory agencies, and Council members in dealing with service levels, day to day maintenance and operational activities, development and capital delivery
  • Responsible for adherence of labour agreements
  • Oversee the recruitment, selection, hiring , training, scheduling, and performance evaluations of staff
  • Manage the maintenance and operation of roads, traffic and storm water management facilities
  • Providing leadership and technical operational guidance for all road and storm drainage infrastructure
  • Developing, tracking and maintaining Standard Operating Procedures (SOPs) for Road Operations
  • Preparing business cases for staffing and equipment in addition to managing materials and contracts
  • Benchmarking and engaging staff to determine the right balance between activities that are performed in-house and outsourced
  • Leads the sectional priorities, development and management of staff to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions
  • Responsible for sectional budget preparation and monitoring
Education and Experience
  • College Diploma in Civil Engineering or equivalent
  • Certified Road Supervisor (CRS) is required
  • Professional Engineers Ontario (PEO) or Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is an asset
  • 7 years experience in roads operations maintenance and management  
Required Skills/Knowledge
  • Knowledge of Municipal Policies, Employment Standard Act, Collective Agreements is required  
  • Demonstrated experience within a unionized environment 
  • Thorough knowledge of maintenance and design standards, materials, and construction methods as they apply to municipal infrastructure
  • Thorough knowledge and understanding of applicable Legislation, Minimum Maintenance Standards, Standard Operating Procedures, Municipal Policies and By-Laws
  • Experience in operating a maintenance management system
  • Must have excellent conceptual, interpersonal, presentation, time management, facilitation, project management, and negotiation skills 
  • Manages organizational change through strong leadership and communication skills
  • Ability to work independently, combined with well-developed organization and time management skills and the ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public
  • Demonstrates and encourages perseverance and resilience in difficult times
  • Demonstrates strong written and verbal communication skills
  • Encourages innovative thinking and new ideas
  • Proven ability to oversee and manage budgets
  • Demonstrates and encourages excellent listening skills and different points of view

  • You must possess a valid Ontario Driver's License and the successful candidate will be required to provide a current clear Driver's abstract from the Ministry of Transportation Ontario, as well as proof of vehicle insurance.
  • Regular after-hours and weekend response required
