Position Summary

Reporting to the Manager, Roads Operations, the Operations Technical Services Coordinator is responsible for developing and coordinating training programs, various technical tasks and projects within the Roads Operation division.

Key Duties and Responsibilities:
  • Partnering with internal stakeholders to identify and assess training needs
  • Identifying a variety of delivery methods including classroom instruction, virtual training, and on the job coaching
  • Designing and applying assessment tools to measure training effectiveness, tracking and reporting on training outcomes, providing feedback to program participants and management  --Maintain accurate and well documented training records
  • Coordinate training of field staff
  • Prepare relevant and keep up to date, Standard Operating Procedures, Work Instructions, Levels of Service, Salt Management Plan, and Job Hazard Assessments
  • Assist with contract administration and project management for the various Operations maintenance contracts
  • Receive and resolve issues reported about drainage, surface ponding and flooding
  • Develop, and implement winter contractor orientation sessions
  • Work with internal stakeholders to develop and implement winter maintenance plans
  • Participate in Winter Operations as required
  • Develop and track Key Performance Indicators (KPI's), utilizing Maximo work order management software
  • Review and report on operational processes, procedures and drive efficiencies
  • Provide a high level of customer service and working with other Town staff to respond to resident inquires
  • Manage the reporting on RHWorks online reporting system 
Education and Experience
  • 3 year diploma in Civil Engineering or related discipline
  • Certification as a Technician by the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is required
  • 5 years of experience including contract administration, liaising with the public and conducting inspections related to maintenance contracts
  • Municipal experience is an asset
Required Skills/Knowledge
  • Demonstrated experience in developing, evaluating, monitoring and recording effective training programs. Knowledge of best practices related to training program development, continuous learning and succession planning.
  • Understanding of key related legislation and guidelines including standard operating procedures, Occupational Health and Safety Act and Highway Traffic Act.
  • Proficient with the MS Office Suite including Word, Excel and PowerPoint.
  • Experience with work management systems.
  • Ability to efficiently communicate with tact, courtesy, discretion and diplomacy with all levels of staff and the public.
  • Team player with excellent analytical, administrative, organizational, problem solving skills and written/oral communication skills.
  • Must be and willing and able to transport yourself to City work sites as required (mileage compensated).
