Position Summary
Reporting to the Manager of Infrastructure Planning, the Project Manager, Infrastructure Planning will lead and/or support the delivery of various stormwater management capital design and construction projects, as well as support the management of the City-wide stormwater management computer model. The role includes completing tasks such as project initiation and planning, feasibility studies, Environmental Assessments and preliminary designs of stormwater infrastructure, as well as being the subject matter expertise to support detailed design, construction and maintenance of stormwater infrastructure projects led by other departments. The Project Manager will assist the Manager in the preparation of strategies, budgets, staff reports and presentations to senior staff and Council.
Key Duties and Responsibilities
- Review and manage the City-wide stormwater computer model to ensure it is functional and accurate, identify data gaps and errors, and implement a plan for corrective actions
- Use of the City’s system-wide stormwater model, and provide analysis support and direction to other City departments.
- Working knowledge of water and wastewater computer models is considered an asset.
- Engage with stakeholders during the initiation of a capital project to establish project scope, requirements and alignment with City policies, By-laws and Master Plans
- Review project background information and prepare project Terms of Reference
- Coordinate with staff to collect background information required for capital projects such as topographic surveys, stormwater management reports, geotechnical reports, etc.
- Set the direction and scope of stormwater capital projects within the City.
- Manage feasibility studies, environmental assessments and preliminary design for large capital projects related to rehabilitation of stormwater infrastructure and valleyland rehabilitation.
- Lead a multi-disciplinary project team of internal and external engineers to ensure projects are completed on time and within scope/budget.

- Review reports and engineering calculations to ensure the project conforms to required standards and design criteria.
- Liaise with federal/provincial agencies and TRCA in developing project approaches and design concepts.
- Coordinate public consultation and collect feedback on stormwater projects.
- Work closely with Design and Construction staff on detailed design of stormwater infrastructure by providing technical expertise, comments on construction drawings, engineering reports, etc.
- Support other initiatives within the Section with engineering advice and assistance when required.
- Conduct engineering evaluations of stormwater infrastructure and analysis of monitoring data from City monitoring stations.
- Work with the Manager to establish and manage Section budgets, establish project priorities and develop the 10-Year Capital Plan.
- Assist with the writing of staff reports and presentations to senior management and Council.
- Receive resident complains, investigate issues with site visits and data analysis.
- Review and analyze infrastructure that is built or modified by developers and determine whether it is in compliance with City Standards and the City’s CLI ECA
- Provide advice and/or direction to developers regarding changes or new additions to the City stormwater system
Education and Experience
- Bachelor Degree in Civil or Water Resources Engineering or equivalent
- P.Eng.
- PMP considered an asset
- Minimum 10 years of experience

- Knowledge of stormwater management computer models (InfoWorks ICM, PCSWMM, etc)

- Knowledge of feasibility and environmental studies, engineering design and field experience

- Must possess a valid Ontario Class “G” Driver’s license, have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire
