Position Summary
The Project Manager, Municipal Engineering, leads the processing, evaluation, and management of complex development applications within Richmond Hill Centre by applying independent, advanced-level professional engineering expertise to ensure that all municipal infrastructure and private servicing conforms to City standards, specifications, the City’s Official Plan, Provincial Acts, policies, and municipal by-laws. The Program Manager, Municipal Engineering, also leads the development of Richmond Hill Centre-specific policies in major engineering studies such as the Transportation Master Plan, Parking and Transportation Demand Management Strategy, Urban Master Environmental Servicing Plan, and municipal standards updates.
Key Duties and Responsibilities
- Experience in reviewing and approving development applications and knowledge of the development planning process in order to undertake technical and detailed reviews of engineering drawings, reports, and studies on complex projects that require advanced engineering knowledge and expertise
- Prepare and review all required engineering calculations, design sheets, and reports to ensure they meet prescribed design criteria
- Review and provide detailed comments for each design submission to ensure compliance with applicable standards and design criteria, and flag any constructability issues or property impacts
- Prepare draft plan conditions of approval and recommend completed plans for approval associated with draft plans of subdivision or site plan applications
- Plan and manage projects in compliance with PMO methodology
- Coordinate with third-party agencies to represent the City's interest in the delivery of joint jurisdictional projects and initiatives in support of and through development within the TOC and Richmond Hill Centre as may be required
- Ensure all required regulatory approvals are obtained from the appropriate governing bodies
- Provide technical and servicing knowledge input to Master Plans and functional servicing reports, and participate in the implementation process
- Administer development agreements and ensure submissions meet City and other standards
- Process and assemble information for various types of development agreement preparation and liaise with the legal department
- Coordinate, prepare, and execute agreements, and ensure quality control
- Prepare Council staff reports as required
- Functionally supervise the engineering review process and participate in the improvement of documentation and the establishment of important procedures and processes.

- Issue site alteration permits for pre-grading and pre-servicing works in advance of executed agreements, as applicable
- Ability to work independently, combined with well-developed organization and time management skills and the ability to deal effectively with tact, courtesy, discretion, and diplomacy with all levels of staff and the public
- Review and provide input on staffing levels and resource capacity
- Research industry trends, technology, and new products on the market
- Maintain current knowledge of construction and municipal servicing
- Assist with the review and updating of City policies, practices, and procedures related to Development engineering, such as development agreements, development approval conditions, revisions to City standards, etc.
- Serve as an expert witness at Ontario Land Tribunal (OLT) hearings on behalf of the City as required
- Respond to inquiries from internal and external stakeholders regarding development engineering matters
- Mediate conflicts and unforeseen circumstances during the construction phase
- Review and identify service needs in collaboration with the Manager and Director, and provide input on minimum service levels to deliver final engineering approvals and agreements to meet the needs and expectations of the development community
- Track relevant legislation, policies, and acts to ensure compliance
- Lead special projects from time to time to ensure that the Division is employing current and best practices and employing efficient processes
- Respond to all councillor and resident inquiries and complaints related to the development projects and associated construction activity within the TOC and Richmond Hill Centre
- Coordinate City projects and infrastructure improvements with York Region as needed
- Participate in construction site meetings as required
Education and Experience
- Degree in Civil Engineering or related discipline
- P. Eng designation is required
- PMP designation is considered an asset
- 7 years progressive experience or equivalent with a focus on municipal design

- Advanced level of experience in the delivery, design, construction, and commissioning of municipal infrastructure
- Advanced knowledge of municipal servicing and the related environmental protection procedures, restrictions, and specifications
- Previous experience in municipal engineering design, construction, and contract administration
- Sound technical design skills
- Advanced knowledge of up-to-date engineering design standards and current and best design/construction practices
- Solid understanding of design standards for municipal servicing and construction activities, techniques, materials testing, and acceptance methods
- Sound project management and general management experience
- Knowledge of detailed design, constructability, and construction field experience in the engineering field
- Knowledge of relevant policies, acts, and Legislation
