Position Summary
Reporting to the Supervisor Adjudications, the Screening Officer will be responsible for conducting Screening Review appeals of Penalty Notices issued for contraventions of designated by-laws, in accordance with the City’s Administrative Penalty By-law.
Key Duties and Responsibilities
- Responsible for conducting daily Screening Review appeal appointments in the following formats: in-person, written/online and telephone appointments during regular business hours.
- Responsible for researching and assessing violations identified in Penalty Notices and delivering clear, well-reasoned decisions orally and in writing.
- Responsible for reviewing and processing Time Extension requests associated with late Screening Review applications, including making procedurally based decisions to grant or deny requests and clearly articulate those decisions.
- Consult and advise as required with the Supervisor of Parking Enforcement, and Supervisor of By-law Enforcement and Licensing, regarding non-compliant parking signs, and other by-law related issues.
- Other administrative duties as assigned.
Education and Experience
- College Diploma in Paralegal studies or equivalent
- 2 years related experience in Administrative Monetary Penalty systems, or related Adjudications
- Licensed member in good standing with the Law Society of Ontario considered an asset.

- Knowledge of municipal by-laws, including Parking, Site Alteration, Property Standards and Animal By-laws, or the ability to conduct research to obtain such knowledge
- Ability to handle sensitive, confidential, and personal information in compliance with applicable privacy legislation, including the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
- Demonstrated sound judgment and the ability to make informed, responsible decisions
